Choctaw Nation establishes new Enterprise,

expands operations of CMSE to create jobs in Boswell, Coalgate, Antlers

Durant, Okla. – The Choctaw Nation of Oklahoma has created a new business venture and expanded operations of an existing Enterprise that will provide jobs in Southeastern Oklahoma and generate revenue for the Tribe’s new and ongoing social programs.

The new venture, Choctaw Archiving Enterprise, was created by tribal council bill in February and is a fully owned subsidiary of the Choctaw Nation of Oklahoma.

“Choctaw Archiving will further our goals of providing jobs for Choctaws and creating revenue that goes back into our social programs,” said Gregory Pyle, Chief of the Choctaw Nation of Oklahoma.

Choctaw Archiving is a provider of business records management services.  Company capabilities include records storage, indexing, retrieval, and delivery, "scan on demand" services, digitization of records, electronic delivery, Internet access, and destruction of outdated records.

Headquarters for Choctaw Archiving is in Durant.  Scanning and records storage operations will be in Coalgate.  The 20,000 square-foot warehouse and office complex can store up to 130,000 boxes in a National Archives and Records Administration-approved secure facility.  Box locations are scanned into specially designed computer software using bar codes.  Customer requests can then be quickly and efficiently processed based on scanned information.

At the Coalgate facility, with the special software, Choctaw Archiving introduces a new service called “Scan on Demand.”  Customer needs are met by first retrieving requested documents, then scanning the documents, and finally forwarding the images to the customer anywhere in the world.

“We believe this ‘Scan on Demand’ will be a huge success for the customer,” said Chief Pyle.

There currently are five employees at the Coalgate facility.  As the scanning business grows, more employees will be added and additional storage and scanning facilities will be built across southeast Oklahoma.

“There is a huge market out there for document scanning and storage both in the government and commercial sectors,” said Mike Bailey, Assistant Chief of the Choctaw Nation of Oklahoma. “We believe customers will see that our rates are extremely competitive, and we can offer custom-tailored services that are not available from any other source.”

Choctaw Management Services Enterprise (CMSE), also a subsidiary of the Choctaw Nation of Oklahoma, has expanded its existing operations into Boswell.

In a pilot project with the U.S. Army, CMSE assists the Army by collecting third party employer health insurance receivables from beneficiaries treated in Army health care facilities.

Included as part of this third party collections program is the scanning and storage of medical claims.  The digitized images are used by CMSE Collection's staff as part of the collection process to collect money from respective insurance companies.

CMSE will be performing this work under a pilot program until January 2004, when the final contract will be awarded.  Initial services will be provided at the Boswell facility, but additional facilities are being planned for several locations across southeastern Oklahoma, with the first expansion site being scheduled for Antlers.

Revenue from both Choctaw Archiving and CMSE provides support for new and ongoing social service programs of the Nation and provides jobs for tribal members.

Choctaw Archiving has several commercial contracts presently under negotiation, and is biding for Federal government records management opportunities.

CMSE’s clients include the Department of Defense, the US Army, the US Air Force, the US Navy, the Department of Homeland Security, and Anteon Corp.

CMSE’s corporate headquarters is co-located with the Tribal headquarters in Durant, OK, with additional offices in San Antonio and McKinney, Texas; Landover, MD.; and three offices in Germany.
